Companies such as Arrow use recycling balers to compact recycling into blocks for easy storage and transportation. Whilst it did not happen here, where the HSE wants to go further it can seek to prosecute a director or similar officer of the body corporate, for an offence under any of the relevant statutory provisions (which includes the WAHR) where it is committed with the consent or connivance of, or attributable to any neglect on the part of that person.
