Sembilan hak, yaitu:

1. Hak atas kenyamanan, keamanan, dan keselamatan.
2. Hak untuk memilih barang.
3. Hak atas informasi.
4. Hak untuk didengar pendapatnya.
5. Hak untuk mendapatkan advokasi.
6. Hak untuk mendapatkan pembinaan dan pendidikan.
7. Hak untuk diperlakukan atau dilayani secara benar dan jujur serta tidak diskriminatif.
8. Hak untuk mendapatkan kompensasi, ganti rugi dan atau penggantian.
9. Hak-hak yang diatur dalam peraturan perundang-undangan lainnya.





Bebeberapa hak konsumen dalam Pasal 4 dirumuskan menjadi kewajiban pelaku usaha atau produsen dalam Pasal 7 UUPK, yaitu:
1. BERITIKAT BAIK.
2. MEMBERIKAN INFORMASI YANG BENAR, JELAS DAN JUJUR MEGENAI KONDISI BARANG.
3. MEMPERLAKUKAN KONSUMEN SECARA JUJUR, BENAR DAN TIDAK DISKRIMINATIF.
4. MENJAMIN MUTU PRODUK SESUAI STANDAR.
5. MEMBERIKAN KESEMPATAN KEPADA KONSUMEN UNTUK MENGUJI.
6. MEMBERI KOMPENSASI, GANTI RUGI ATAU PENGGANTIAN BARANG ATAS KERUGIAN KONSUMEN AKIBAT PENGGUNAAN, PEMAKAIAN, PEMANFAATAN , ATAU
7. AKIBAT TIDAK SESUAI DENGAN YANG DIPERJANJIKAN.

B. PROGRAM PERLINDUNGAN KONSUMEN

MASYARAKAT EROPA

1. FIRST CONSUMER PROGRAM: 1973

a. Purchasers of goods or services should be protected against any abuse of power by the seller, in particular against inequitable standard form contracts, the unfair exclusion of essential contractual rights, stringent credit terms, demands for payment of unsolicited goods, and high-pressure selling techniques.

b. The consumer should be protected against damage to his/her economic interest caused by defective products or unsatisfactory services.

c. No form of advertising should mislead the potential purchaser of the product or service.


d. The consumer is entitled to reliable after-sales service for consumer durable, including the provision of spare part repairs.



2. SECOND CONSUMER PROGRAM: 1985.

a. Products marketed in the Community should meet acceptable safety and heath standards.
b. The consumer must be able to use the advantages of the common market.
c. Consumer interests should be taken into account in other community policies.

1. PROVIDING ASSISTANCE TO THE LOW-INCOME CONSUMER.
2. IMPROVING THE DISTRIBUTION METHODS AND THE QUALITY OF GOODS AND SERVICES.
3. INCREASING THE AVAILABILITY OF GOODS AND SERVICES IN THE MARKET PLACES.
4. INCREASING COMPETITION.
5. FACILITATE CONSUMER REDRES.
6. PROVIDE AN INCREASED ALLOCATION OF SCARCE GOODS AND CREDIT FOR THE POOR, AND TO ELIMINATE UNFAIR PRACTICE AIMED PRIMARLY AT THE POOR AND UNEDUCATED AND MIDLE INCOME CONSUMER .
