How do you get a backround picture? I cannot figure it out

Go to 'settings' upper right corner of your page. Go to 'theme' that will take you to the area when you can set up your background themes. |

You went through Settings/Theme/Custom theme and couldn't set the background? I haven't done it, but that's supposed to be the route.
